The investigation resulted in the arrest of four suspects, the seizure of more than a ton of cocaine, and the discovery of yet another elaborate underground passage beneath one of the most heavily monitored borders in the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to federal prosecutors, the operation centered on a warehouse operating as a discount store called Buy 4 Less near the Otay Mesa Port of Entry. All four face conspiracy to distribute controlled substances charges. Hernandez Lopez faces additional charges related to using a cross-border tunnel and importing controlled substances. If convicted, the defendants could receive life sentences and fines of up to $10 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal officials described the case as a major strike against the Jalisco New Generation Cartel, one of Mexico&#8217;s most powerful criminal organizations. Acting HSI San Diego Special Agent in Charge Kevin Murphy called the seizure &#8220;a significant blow to the Jalisco New Generation Cartel.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How Investigators Uncovered the Tunnel<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigation began in December 2025 after authorities received information about suspicious activity at the Buy 4 Less warehouse. A sudden influx of seven or eight new employees drew attention, prompting Homeland Security Investigations&#8217; Tunnel Task Force to begin surveillance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the next several months, investigators observed behavior that seemed inconsistent with a legitimate retail business. Customer traffic was minimal, yet employees frequently moved large suitcases and other items in and out of the building. Agents reportedly watched individuals transport apparently empty suitcases across the border into Tijuana, sometimes by vehicle and sometimes by hand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The breakthrough came on May 29, when agents observed heavy items being loaded into a white van. Investigators watched as Brandon Escalante Sandoval allegedly conducted counter-surveillance by riding a bicycle through the area and checking parked vehicles. Authorities say he later retrieved a hidden key concealed near a gas cap, entered the van, and backed it into a mechanic shop property where another vehicle was waiting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agents then observed deep freezers being transferred between vehicles and loaded with packages. Shortly afterward, law enforcement conducted traffic stops on multiple vehicles connected to the operation. Drug-sniffing dogs alerted to the presence of narcotics in each case.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The results were staggering. Authorities recovered 851 packages containing approximately 2,269 pounds of cocaine from three separate vehicles. The haul represented well over one ton of cocaine and an estimated street value of approximately $45 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Tunnel Beneath the Floor<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After obtaining a search warrant, federal agents entered the Buy 4 Less facility and discovered the tunnel hidden beneath a storage room floor. The passage extended approximately 1,933 feet from Otay Mesa into Tijuana. It descended about 55 feet underground and measured roughly 4.5 feet high.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What investigators found was far more than a simple dirt tunnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The passage contained reinforced walls, electricity, ventilation systems, and a rail system designed to move cargo efficiently underground. The engineering required to construct such a tunnel likely demanded substantial financial resources, specialized expertise, and months if not years of planning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. Attorney Adam Gordon summed up the operation with a memorable remark: &#8220;For these defendants, it wasn&#8217;t a light at the end of the tunnel. It was lights and sirens.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A Growing Underground Network<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The latest tunnel is not an isolated case. Federal authorities report that 99 subterranean passages have been discovered in the Southern District of California since 1993. Most have been linked to cartel narcotics trafficking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The San Diego-Tijuana corridor, particularly the Otay Mesa area, has become the preferred location for many of the most sophisticated tunnels ever discovered. The geology of the region and the abundance of warehouses on both sides of the border have made it attractive to criminal organizations seeking hidden transportation routes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Authorities say modern tunnels have evolved dramatically. Today&#8217;s tunnels increasingly include electric lighting, reinforced walls, ventilation systems, rail tracks, hydraulic doors, and depths ranging from 20 to 70 feet underground. These features suggest that many tunnels are multi-million-dollar infrastructure projects rather than improvised smuggling routes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ten Notable Border Tunnel Discoveries<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The June 2025 Otay Mesa tunnel stretched approximately 2,918 feet from Tijuana into California. Located about 50 feet underground, it included lighting, ventilation, electrical wiring, and a rail system. Authorities discovered it while still under construction and believe little if any contraband had moved through it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In June 2026, Mexican authorities discovered an 869-foot tunnel near Nueva Tijuana. Investigators recovered drugs, ammunition, communications equipment, and evidence suggesting the site served as a hub for trafficking weapons, narcotics, and other contraband. Authorities believe it may have operated for only weeks or months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A January 2025 tunnel connected Ciudad Ju\u00e1rez and El Paso through a storm-drain system. The roughly 1,000-foot passage was believed to facilitate the smuggling of people and contraband into Texas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The January 2020 Otay Mesa tunnel exceeded 4,300 feet in length and was the longest ever discovered in the San Diego area. Featuring rail carts, elevators, drainage systems, and industrial electrical equipment, it may have operated for six to twenty-four months and potentially transported 20 to 100 tons of narcotics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In May 2022, authorities uncovered a 1,744-foot tunnel between Tijuana and Otay Mesa equipped with reinforced walls, ventilation, electricity, and rail tracks. Investigators determined it was designed for industrial-scale narcotics trafficking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The April 2016 Otay Mesa tunnel measured approximately 2,600 feet and connected warehouses on both sides of the border. Investigators linked the operation to a 2,000-pound cocaine seizure worth approximately $22 million. Estimates suggest it may have operated for six to twenty-four months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two sophisticated tunnels discovered in November 2010 measured approximately 2,600 and 2,200 feet. Authorities seized more than 20 tons of marijuana and later alleged that roughly 50 tons may have passed through the combined operations during one to three years of activity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In January 2006, authorities discovered the famous Otay Mesa No. 7 tunnel. At approximately 2,400 feet long, it included lighting, ventilation, water extraction systems, and an elevator-like shaft. It was considered one of the most advanced tunnels ever discovered at the time and was used to move multi-ton narcotics shipments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outside California, agents discovered a roughly 590-foot tunnel in 2018 connecting a former KFC property in San Luis, Arizona, to Sonora, Mexico. Authorities linked the operation to trafficking of methamphetamine, heroin, fentanyl, and cocaine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Challenge Ahead<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The discovery beneath the Buy 4 Less warehouse highlights a difficult reality for law enforcement. Despite extensive surveillance technology, border fencing, checkpoints, and patrols, criminal organizations continue to invest heavily in underground routes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of the largest tunnels discovered in Southern California likely required years to build and may have transported tens of millions of dollars in narcotics before authorities uncovered them.
