Fresh American strikes inside Iran, retaliatory missile fire toward Kuwait, angry accusations of ceasefire violations, and renewed threats from President Donald Trump have raised a difficult question: are Washington and Tehran moving toward peace, or sliding back into war?

The latest fighting comes against the backdrop of a conflict that began on February 28, when the United States and Israel launched strikes on Iran, triggering a wider regional war and a crisis around the Strait of Hormuz, one of the world’s most strategically important shipping lanes. Roughly one fifth of global oil and liquefied natural gas normally passes through the narrow waterway, meaning every military escalation now sends tremors through global energy markets.

The Context Behind the New Fighting

The conflict has unfolded under a shaky ceasefire that never fully stopped violence. Negotiators have spent weeks attempting to hammer out an arrangement to reopen shipping through the Strait of Hormuz, reduce tensions, and begin talks on Iran’s nuclear program. But even as diplomats talked, military incidents continued. Earlier this week, U.S. forces struck Iranian missile sites and vessels allegedly laying mines in the strait, while Iran accused Washington of violating the ceasefire.

The Trump administration has framed these military actions as limited, defensive operations rather than a return to full-scale war. Iran sees them differently, describing them as provocations and violations of sovereignty.

The United States Did This

According to U.S. officials, American forces carried out another round of strikes near the southern Iranian port city of Bandar Abbas after Iranian drones threatened shipping and U.S. forces around the Strait of Hormuz. U.S. Central Command said American personnel shot down four Iranian one way attack drones and struck a ground control station that was preparing to launch another drone. Officials described the mission as narrowly focused and defensive.

CENTCOM stated that the operation was “measured, purely defensive, and intended to maintain the ceasefire.” American officials said the drones posed a threat not only to U.S. military personnel but also to commercial shipping attempting to move through the strait. The ground station in Bandar Abbas was reportedly struck because a fifth drone launch appeared imminent.

The United States insists these were not major combat operations and did not represent a return to the type of broader campaign seen earlier in the war. Instead, Washington says the strikes were targeted actions designed to neutralize immediate threats.

President Trump also made clear that the administration sees control of the Strait of Hormuz as nonnegotiable. “The strait is going to be open to everybody,” Trump said during a Cabinet meeting, adding, “Nobody is going to control it.”

Hours after the U.S. operation, Iranian forces launched a missile toward Kuwait, where American military personnel are stationed. Kuwaiti defenses intercepted the projectile, preventing damage and casualties, according to both U.S. and Kuwaiti officials. Iran claimed the attack targeted the American base responsible for strikes against Bandar Abbas.

Iran’s Revolutionary Guard described the strike as retaliation against “the source” of earlier American attacks. Kuwaiti authorities strongly condemned what they called Iranian aggression against their territory. Kuwait’s foreign ministry denounced the action as a “heinous” attack, while American military officials labeled it an “egregious ceasefire violation.”

At roughly the same time, Iranian state media also reported additional confrontations in and around the Strait of Hormuz, including actions against ships attempting to transit the waterway.

A War of Words Alongside Military Strikes

The military confrontation was accompanied by increasingly sharp rhetoric.

Iranian Foreign Ministry spokesman Esmail Baghaei condemned what he called America’s “aggressive actions” and said Tehran would take “all necessary measures” to defend its sovereignty. Iranian officials insisted U.S. operations constituted a clear ceasefire violation.

Trump, meanwhile, signaled little patience for Iranian delays in negotiations. Speaking at a Cabinet meeting, he accused Tehran of trying to stall and declared that Iran was “negotiating on fumes.” He also rejected the notion that political pressure from upcoming midterm elections would rush his decisions. “They thought they were going to outwait me,” Trump said, before adding that he did not care about the midterms.

Trump warned that while he still believed Iran wanted a deal, Washington was not yet satisfied. “So far, they haven’t gotten there,” he said. “Either that or we’ll have to just finish the job.”

Negotiations

Reports from Iranian media claimed the two sides were close to a framework agreement involving reopening the Strait of Hormuz, lifting some restrictions, and beginning talks over Iran’s nuclear activities. Tehran suggested discussions included restoring shipping to prewar levels and easing tensions around maritime traffic. The White House rejected some of these reports, calling them fabrications or premature descriptions of ongoing diplomacy.

At the same time, reports emerged that negotiators may have reached a proposed 60 day memorandum of understanding to extend the ceasefire and launch formal negotiations over Iran’s nuclear program, sanctions relief, and frozen Iranian assets. However, both Iran and President Trump were said to still be weighing approval, meaning no agreement is final.

Both Washington and Tehran continue to say negotiations are alive. Yet, missiles are still flying, drones are still being intercepted, shipping remains threatened, and every exchange risks dragging the United States and Iran back into a much wider war.

Just when it appeared the United States and Iran might be inching toward diplomacy, the war has lurched back toward confrontation.
