The move comes after the Supreme Court kept in place rulings that blocked the federalization of Guard troops, saying the administration had not shown the legal authority needed to let the military carry out law enforcement duties in Illinois. Even with the setback, Trump made it clear he believes the Guard made a difference and hinted they could return if crime rises again.

Why the National Guard Was Sent In

The National Guard was originally deployed to these cities to help protect federal agents, guard immigration enforcement operations, and support federal law enforcement during intense crime and anti-ICE protest environments. In Los Angeles, they were sent after violent clashes tied to immigration enforcement protests. Chicago saw hundreds of Guard members activated to back up federal officers dealing with crime and immigration issues. Portland received Guard troops as protests grew heated and federal facilities faced repeated threats and unrest.

Even though court rulings limited their operational role, the Guard still guarded federal buildings, helped protect federal staff, and provided backup as cities struggled with overlapping crime and immigration problems.

Democratic governors and city leaders fiercely opposed Trump’s move to federalize their National Guard units. California Governor Gavin Newsom said the federal takeover was illegal. Illinois Governor JB Pritzker said Trump lost in court and was forced to stand down. Oregon Governor Tina Kotek insisted the Guard was never legally deployed in Portland in the first place. Federal judges repeatedly blocked the deployments, and the Supreme Court delivered the biggest blow by refusing Trump’s emergency request to keep troops in Chicago under federal authority.

Each ruling strengthened the idea that states control their Guard unless extremely rare legal standards are met. Trump acknowledged the ruling by pulling troops back, but without backing off his message that they were helping.

Trump argued crime was “greatly reduced” because of the Guard’s presence and that Los Angeles, Portland, and Chicago would have been in much worse shape without federal intervention. Chicago’s numbers helped his argument. The city recorded far fewer murders than previous years, hitting the lowest homicide total in decades. Washington, DC, another location where National Guard forces were deployed, saw violent crime drop sharply as well.

Guard troops also helped stabilize dangerous environments and protect federal agents who were carrying out immigration enforcement. In places where protesters had turned violent, the Guard acted as a shield between chaos and federal operations. Supporters say this prevented even more destruction.

Risk and Violence for Guardsmen

Serving in these environments was not without danger. During a related mission in Washington, DC, two West Virginia National Guard soldiers were shot in what officials described as a targeted attack. One was killed and the other seriously wounded, a harsh reminder that the Guard was not stepping into peaceful situations. In Los Angeles and Portland, Guard troops and federal law enforcement often faced intense hostility, aggressive protesters, and threats directed at immigration officers and federal buildings.

Supporters of Trump’s deployment argue that Democratic leaders were unwilling to control spiraling crime and violent protests on their own. They say the Guard brought stability, backed up federal agents, and helped reduce violence. They point to falling homicide numbers in Chicago and improvements in places like DC as evidence that the presence of disciplined, trained Guard personnel helped restore order. They also say the Guard protected lives, property, and law enforcement officers who otherwise would have been overwhelmed.

Critics claim the deployments were political theater meant to embarrass Democratic cities. They argue Trump overreached legally, tried to militarize American cities, and ignored the limits of presidential power. Democratic governors insisted there was no legal justification and celebrated the court victories. Some critics also said Trump endangered the Guard by putting them into volatile civilian situations where they risked becoming political targets.

A Withdrawal That Feels More Like a Pause

Trump’s message was clear. He pulled the Guard out because the courts forced his hand, not because he believes they were unnecessary. In his own words, he warned that the troops would be back “in a much different and stronger form” if crime rises again. To his supporters, the deployments proved a point. When the Guard shows up, crime falls, order improves, and federal law gets enforced.

Whether critics liked it or not, the presence of the National Guard changed the situation in these cities. Arrests were made, violence cooled, and federal agents were able to work with better protection. If crime spikes again, Trump has already promised the debate will not be over.

President Donald Trump announced that he is removing National Guard troops from Chicago, Los Angeles, and Portland after a major legal battle.
