In addition to states, sub-national and non-state actors\u2014from multinational corporations to transnational social movements\u2014are increasingly able to create influence, compete for information, and secure or deny political and security outcomes, which provides opportunities for new partnerships as well as new challenges to U.S. interests,\u201d Haines writes in a forward to the document.<\/p>\n\n\n\n<p>\u201cIn addition, shared global challenges, including climate change, human and health security, as well as emerging and disruptive technological advances, are converging in ways that produce significant consequences that are often difficult to predict,\u201d she added.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"zeen-lazy-load-base zeen-lazy-load\" title=\"Northrop Grumman - James Webb Space Telescope\" width=\"1200\" height=\"675\" src=\"about:blank\" data-lazy-src=\"https:\/\/www.youtube.com\/embed\/1Eo5o6_kCZQ?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen><\/iframe><noscript><iframe title=\"Northrop Grumman - James Webb Space Telescope\" width=\"1200\" height=\"675\" src=\"https:\/\/www.youtube.com\/embed\/1Eo5o6_kCZQ?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen><\/iframe><\/noscript>\n<\/div><\/figure>\n\n\n\n<p>The NIS \u201cis a foundational document for the IC and reflects the input of leaders from each of the 18 intelligence elements, as it directs the operations, investments, and priorities of the collective,\u201d explains the&nbsp;<a href=\"https:\/\/breakingdefense.com\/tag\/office-of-the-director-of-national-intelligence-odni\/\">Office of the Director of National Intelligence (ODNI)<\/a>&nbsp;in a press release announcing the new strategy.<\/p>\n\n\n\n<p>Besides the usual three-letter IC agiencis, those 18 organizations include the National Reconnaissance Office, the National Geospatial-Intelligence Agency and the intelligence arms of the military service, with the\u00a0<a href=\"https:\/\/breakingdefense.com\/2023\/06\/darpa-spacelogistics-step-toward-2025-launch-of-orbital-robotic-mechanic-for-satellites\/\">most recent addition being the Space Force\u00a0<\/a><a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/2466657\/ussf-becomes-18th-member-of-intel-community\/\">in early 2021<\/a>.<\/p>\n\n\n\n<p>The document lays out six goals for the interagency community:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Position the IC for Intensifying Strategic Competition:<\/strong>&nbsp;This includes improving the \u201cability to provide timely and accurate insights into competitor intentions, capabilities, and actions by strengthening capabilities in language, technical, and cultural expertise and harnessing open source, \u2018big data,\u2019&nbsp;<a href=\"https:\/\/breakingdefense.com\/tag\/artificial-intelligence\/\">artificial intelligence,<\/a>&nbsp;and advanced analytics.\u201d<\/li>\n\n\n\n<li><strong>Recruit, Develop, and Retain a Talented and Diverse Workforce that Operates as a United Community:<\/strong>&nbsp;The IC needs an increasingly technical and diverse workforce, the document says. \u201cThe Community must overcome long-standing cultural, structural, bureaucratic, technical, and security challenges to reimagine and deliver the IC workforce of the future.\u201d<\/li>\n\n\n\n<li><strong>Deliver Interoperable and Innovative Solutions at Scale:<\/strong>&nbsp;To do so, the strategy says, the IC must establish \u201cunified IC procurement authorities, centralized solicitation systems, and a Community-wide contracting system, all bolstered by automation tools. A Community-wide, data-centric approach based on common standards is crucial to realizing the full promise of new capabilities.\u201d<\/li>\n\n\n\n<li><strong>Diversify, Expand, and Strengthen Partnerships:<\/strong>&nbsp;\u201cEven as we continue to invest in existing partnerships like those with our&nbsp;<a href=\"https:\/\/breakingdefense.com\/tag\/five-eyes\/\">Five-Eyes partners<\/a>&nbsp;and forge new ones, the evolving set of challenges \u2014 from cyberattacks and climate change to pandemics and foreign malign influence \u2014 also require investing in new and more diverse partnerships, especially with non-state and sub-national actors.
