According to the IBC, neurotechnology could lead to \u201cnew possibilities of\u00a0<a href=\"http:\/\/mindcontrol.news\/\">monitoring and manipulating the human mind<\/a>\u00a0through neuro-imaging [and] personality-altering [programs].\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because of this, the UN agency is now strategizing on a worldwide \u201cethical framework\u201d to protect humanity from the potential abuses of brain chip technology. UNESCO fears that these abuses will be accelerated by advances in artificial intelligence (AI).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are on a path to a world in which algorithms will enable us to decode people\u2019s mental processes,\u201d remarked Gabriela Ramos, UNESCO assistant director-general for social and human sciences. She continued that breakthroughs in neurotechnology that could \u201cdirectly manipulate [humans\u2019] brain mechanisms, underlying their intentions, emotions and decisions\u201d have \u201cfar-reaching and potentially harmful\u201d implications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Economist Mariagrazia Squicciarini, who heads the executive office of UNESCO\u2019s social and human sciences sector, shared the same sentiment. She noted that the capacity of machine learning algorithms to rapidly pull patterns out of complex data, such as fMRI brain scans, will accelerate brain chips\u2019 access to the human mind.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s like putting neurotech on steroids,\u201d said Squicciarini, who specializes in AI issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">UNESCO\u2019s IBC convened a conference on July 13 that saw 1,000 participants attend. The results of the conference were released in a 91-page report on July 18.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe spectacular development of neurotechnology \u2013 as well as new biotechnologies, nanotechnologies and [information and communications technologies] \u2013 makes machines more and more humanoid,\u201d the report stated. \u201cPeople are becoming more connected to machines and AI.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is necessary to anticipate the effects of implementing neurotechnology. There is a direct connection between freedom of thought, the rule of law and democracy.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Musk describes implants as akin to \u201creplacing a piece of the skull with a smart watch\u201d<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">According to the IBC report, neurotechnology poses a challenge to \u201csome basic aspects of human dignity, such as privacy of mental life or individual agency.\u201d To address these, the committee called for wider transparency of neurotechnology research from industry and academia. It also called for the drafting of \u201cneuro-rights\u201d for inclusion in international human rights law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">UNESCO\u2019s warning about neurotechnology followed the U.S.&nbsp;<em>Food and Drug Administration<\/em>&nbsp;granting Musk\u2019s Neuralink federal approval to conduct trials on humans. Neuralink implants will connect the brain to the cloud via threadlike electrodes sewn into certain areas of the brain. These electrodes will communicate with a chip to read signals produced by the brain\u2019s neurons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBecause neuron signals become directly translated into motor controls, Neuralink could allow humans to control external technologies \u2026 [and regain] lost bodily functions or muscle movement with their mind,\u201d&nbsp;<a href=\"https:\/\/www.dailymail.co.uk\/sciencetech\/article-12307711\/UN-warns-brain-chips-like-Elon-Musks-Neuralink-used-personality-altering-weapons-FDA-approves-tech-human-trials.html\">the&nbsp;<em>Daily Mail<\/em>&nbsp;noted<\/a>. Musk himself described the implants as akin to \u201creplacing a piece of the skull with a smart watch.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the tech mogul has focused on Neuralink\u2019s potential benefits, U.S. federal regulators have zoomed in on its capacity for harm. The company has been the subject of an investigation by the inspector general of the&nbsp;<em>U.S. Department of Agriculture<\/em>&nbsp;for potential violations of the Animal Welfare Act. The probe, launched at the request of a federal prosecutor, centered on \u201cextreme suffering\u201d experienced by monkeys that the brain implants were tested on.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IBC report drew specific attention to the risks posed by \u201cdual use\u201d AI brain chip technologies that can be easily reprogrammed for nefarious purposes. Such technologies, it said, possess \u201cthe potential to deepen social inequities, to harm individuals\u2019 privacy and to provide methods of manipulating individuals.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGroundbreaking developments in neurotechnology offer unprecedented potential,\u201d Ramos ultimately remarked. \u201cBut we should remain aware of its negative impact if it is employed for malicious purposes.
