Russell Fry, R-S.C.,&nbsp;<a href=\"https:\/\/www.dailysignal.com\/author\/fred-lucas\/\">told The Daily Signal<\/a>&nbsp;in a phone interview.&nbsp;<\/p>\n\n\n\n<p>The Daily Signal collected the views of Fry and six other House Republicans who sit on the Oversight and Accountability Committee.<\/p>\n\n\n\n<p>The committee on Wednesday&nbsp;<a href=\"https:\/\/www.dailysignal.com\/2023\/05\/03\/house-oversight-panel-subpoenas-fbi-for-document-alleging-biden-bribery-scheme\/\">subpoenaed an FD-1023 form<\/a>&nbsp;from the FBI, an unclassified record that Republican lawmakers say alleges a scheme involving then-Vice President Biden and a foreign national related to an \u201cexchange of money for policy decisions.\u201d&nbsp;<\/p>\n\n\n\n<p>The House committee\u2019s subpoena gives the&nbsp;<a href=\"https:\/\/www.dailysignal.com\/tag\/fbi\">FBI<\/a>&nbsp;a week to produce the information.<\/p>\n\n\n\n<p>Oversight Chairman&nbsp;<a href=\"https:\/\/www.dailysignal.com\/2023\/02\/07\/rep-james-comer-slams-biden-family-over-millions-of-dollars-from-china\/\">James Comer<\/a>, R-Ky., issued the subpoena after the unnamed whistleblower made a legally protected disclosure to the office of Sen.&nbsp;<a href=\"https:\/\/www.dailysignal.com\/2022\/05\/25\/political-vendetta-sen-grassley-talks-fbis-role-in-trump-russia-collusion-narrative\/\">Charles Grassley<\/a>, R-Iowa, ranking member of the Senate Budget Committee.&nbsp;<\/p>\n\n\n\n<p>Grassley has a long history of working with government whistleblowers. The FBI document was created or modified in June 2020, about five months before Biden was elected president, according to the subpoena.&nbsp;<\/p>\n\n\n\n<p>\u201cWe need to look at what is in the substance of the document and what steps the DOJ and the FBI took to pursue the matter,\u201d Fry added, referring to the Department of Justice.&nbsp;<\/p>\n\n\n\n<p>A whistleblower risked his or her career to bring this information to Grassley, said Rep. Tim Burchett, R-Tenn., also a member of the House Oversight and Accountability Committee.&nbsp;<\/p>\n\n\n\n<p>\u201cWhy hasn\u2019t there been any action investigating into this? Was it brushed under the rug like the&nbsp;<a href=\"https:\/\/www.dailysignal.com\/2023\/04\/25\/rep-dan-bishop-reacts-hunter-biden-laptop-story-developments\/\">Hunter Biden laptop<\/a>?\u201d Burchett asked in a phone interview with The Daily Signal.&nbsp;<\/p>\n\n\n\n<p>What\u2019s not yet clear is where the foreign national is from and what government policy allegedly was changed and when.&nbsp;<\/p>\n\n\n\n<p>It likely was Chinese money flowing through a third party to the \u201cbig guy,\u201d Burchett said, referring to an email from a Hunter Biden business associate that talked about 10% of proceeds being for \u201c<a href=\"https:\/\/www.dailysignal.com\/2020\/10\/30\/hunter-bidens-former-partner-says-fbi-interviewed-him-for-5-hours-about-chinese-business-deal\/\">the big guy<\/a>.\u201d<\/p>\n\n\n\n<p>One of the Bidens\u2019 former business partners,&nbsp;<a href=\"https:\/\/www.dailysignal.com\/2020\/11\/11\/questions-about-his-son-and-china-could-follow-biden-to-white-house\/\">Tony Bobulinski<\/a>, has said he is sure that the \u201cbig guy\u201d was Joe Biden.&nbsp;<\/p>\n\n\n\n<p>If the bribery allegation in the FBI form is proven, he said, it would be an impeachable offense.&nbsp;<\/p>\n\n\n\n<p>\u201cI think so, because it\u2019s clear there was no break or contradiction. He was vice president and now is president and is compromised by China,\u201d Burchett said.&nbsp;<\/p>\n\n\n\n<p>But, the Tennessee Republican added, the FBI should produce the document before the House takes action.&nbsp;<\/p>\n\n\n\n<p>\u201cLet\u2019s produce the 1023 [form] first. It should be evident from that document, unless it disappears,\u201d he said.&nbsp;<\/p>\n\n\n\n<p>Some Biden family business ventures with foreign entities were discovered in so-called suspicious activity reports obtained&nbsp; from the Treasury Department by the House Oversight panel.<\/p>\n\n\n\n<p>But Americans need the full story, said Rep. Nancy Mace, R-S.C.<\/p>\n\n\n\n<p>\u201cNobody is above the law. It\u2019s become abundantly clear that the Biden family used their position of power to personally profit,\u201d Mace told The Daily Signal in a written statement.&nbsp;<\/p>\n\n\n\n<p>\u201cThe American people want and deserve answers. It\u2019s time to put all the facts on the table and air the laundry,\u201d Mace said. \u201cNo more doing it behind closed doors. Then we will follow the facts wherever they take us.\u201d<\/p>\n\n\n\n<p>In this case, the buck seems to have started with the president, which was evident from the Treasury Department\u2019s suspicious activity reports on the Biden family\u2019s finances, Rep. Clay Higgins, R-La., said.<\/p>\n\n\n\n<p>\u201cThe Biden crime family investigation, as I promised, will reveal some shocking facts to the American people,\u201d Higgins told The Daily Signal in a written statement. \u201cWe will slowly, judiciously, calmly move through evidence of criminal, treasonous guilt. This all ties together with the SAR\u2019s [suspicious activity reports] we\u2019ve been going through. The buck didn\u2019t stop with The Big Guy, that\u2019s where it started. We, the People, shall know the truth.\u201d<\/p>\n\n\n\n<p>Ian Sams, a special assistant to the president in the White House Counsel\u2019s Office, issued a statement to select media outlets on Wednesday evening.<\/p>\n\n\n\n<p>\u201cFor going on five years now,\u201d&nbsp;<a href=\"https:\/\/www.cbsnews.com\/news\/comer-subpoenas-fbi-for-alleged-document-about-joe-biden\/\">Sams said<\/a>, \u201cRepublicans in Congress have been lobbing unfounded, unproven, politically motivated attacks against the president and his family without offering evidence for their claims or evidence of decisions influenced by anything other than U.S. interests.\u201d<\/p>\n\n\n\n<p>However, when the topic emerged Thursday in a press briefing, White House national security spokesman John Kirby simply&nbsp;<a href=\"https:\/\/twitter.com\/townhallcom\/status\/1654181387585441794\">referred<\/a>&nbsp;the matter to the Justice Deparmtent.&nbsp;<\/p>\n\n\n\n<p>Comer\u2019s subpoena asks the FBI for \u201call FD-1023 forms, including within any open, closed, or restricted access case files, created or modified in June 2020, containing the term \u2018Biden,\u2019 including all accompanying attachments and documents to those FD-1023 forms.\u201d<\/p>\n\n\n\n<p>An FD-1023 is an FBI document that memorializes meetings or information gathered from confidential sources, so it could include criminal allegations from a source, even if the information wasn\u2019t verified by the FBI.<\/p>\n\n\n\n<p>\u201cThere are two stories here,\u201d Rep. Eric Burlison, R-Mo., told The Daily Signal in a written statement. \u201cThe first is the obvious, that there\u2019s a highly credible whistleblower that alleges then-Vice President Biden engaged in a bribery scheme with a foreign national.\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cIf the president is compromised by foreign actors, then it\u2019s 100% a threat to our national security,\u201d Burlison added. \u201cI will investigate this allegation to the fullest extent and bring President Biden to account if it turns out to be true.\u201d<\/p>\n\n\n\n<p>The second aspect of the allegation involves the FBI, the Missouri Republican said.&nbsp;<\/p>\n\n\n\n<p>\u201cThe FBI has been sitting on this information for potentially years. Why are they sitting on this information? Why is it we\u2019re only learning about this through a whistleblower?\u201d Burlison said. \u201cWe know the FBI covered up the Hunter Biden laptop story ahead of the 2020 election. We know that there is a history of politicizing the FBI. House Republicans will continue to investigate the corruption inside our federal agencies and ensure that government protects Americans\u2019 rights, not violates them.\u201d<\/p>\n\n\n\n<p>Rep. Pete Sessions, R-Texas, applauded Comer and Grassley for pursuing the matter. &nbsp;<\/p>\n\n\n\n<p>\u201cIt is unfortunate that the House Committee on Oversight and Accountability must resort to subpoenas to obtain documents related to national security, especially when the integrity of the president of the United States is in question,\u201d Sessions said in a written statement. \u201cThe Department of Justice\u2019s unwillingness to properly address legitimate inquiries from members of the House and Senate raises additional interest in the ethical and legal issues that I anticipate will be revealed through this now public process.\u201d<\/p>\n\n\n\n<p>The development proves what many Americans already knew, Rep.
