It\u2019s the parents in California who will need to be terrified of strangers if a new bill passes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Snuck into AB 665, legislation ostensibly about extending mental health care to lower-income California youths, is a provision that effectively would terminate parents\u2019 rights over their kids as soon as they turn 12.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<a href=\"https:\/\/www.californiafamily.org\/2023\/04\/radical-bill-allowing-children-to-be-put-in-group-homes-without-parental-consent-passes-committee\/#:~:text=Last%20week%2C%20California%20lawmakers%20advanced,%E2%80%9Cstate%2Dsanctioned%20kidnapping.%E2%80%9D\">California Family Council warns<\/a>&nbsp;that this bill \u201cwould allow children as young as 12 years old to consent to being placed into state funded group homes without parental permission or knowledge.\u201d&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As long as a mental health professional signs off on it, the kids can go to such a group home\u2014and it doesn\u2019t matter what their parents think.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis bill gives a stranger, a school psychologist, power to decide whether a sixth or seventh grader comes home from school that day, and that\u2019s terrifying,\u201d Erin Friday, a California mom of two teens,&nbsp;<a href=\"https:\/\/www.dailysignal.com\/author\/katrina-trinko\/\" target=\"_blank\" rel=\"noreferrer noopener\">tells The Daily Signal<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis bill is essentially stating that parents are criminals that have to prove their innocence to get their child back,\u201d adds&nbsp;<a href=\"https:\/\/www.dailysignal.com\/2023\/01\/30\/activist-mom-explains-what-it-took-to-rescue-daughter-from-transgenderism\/\" target=\"_blank\" rel=\"noreferrer noopener\">Friday<\/a>, who is a leader of the parent advocacy group Our Duty.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seriously?&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AB 665, which passed out of the Assembly Judiciary Committee last week, builds on a 2010 measure signed into law by then-Gov. Arnold Schwarzenegger, a Republican. That law, the Mental Health Services for At-Risk Youth Act, allowed California children 12 and older to receive mental health care without their parents\u2019 knowledge if a mental health provider determined it was best not to involve the parents. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That provision was no accident. The&nbsp;<a href=\"https:\/\/www.americanprogress.org\/article\/providing-a-lifeline-for-lgbt-youth\/\" target=\"_blank\" rel=\"noreferrer noopener\">Center for American Progress<\/a>, a liberal think tank, celebrated the California law in a 2010 report as a \u201cuseful model for state or federal legislation to address mental illness among LGBT youth.\u201d &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLGBT youth are likely to avoid using public mental health services if they believe that doing so will cause them to have to reveal their LGBT status to their parents or peers,\u201d the Center for American Progress report said.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That same report also made the case that mental health services were vital for suicide prevention for LGBT youth: \u201cProviding LGBT adolescents with access to mental health services is essential to helping them cope with the extreme pressures that have led many of them to consider suicide.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the data suggests that California\u2019s Mental Health Services for At-Risk Youth Act hasn\u2019t had the effect its boosters hoped for. In 2010, the year the legislation passed, 92 minors in California committed suicide, according to data from the\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.kff.org\/other\/state-indicator\/suicide-rate-by-age\/?dataView=0&amp;currentTimeframe=10&amp;sortModel=%7B%22colId%22:%22Location%22,%22sort%22:%22asc%22%7D\" target=\"_blank\">Centers for Disease Control and Prevention<\/a>.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nor was 2010 an outlier: Looking at the years 2000-2010, an average of 82 minors a year committed suicide. From 2011-2020, the last year for which data is available, 106 minors a year on average committed suicide in California.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So much for the success of the 2010 law.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet instead of reexamining and reforming the old law\u2014which did allow 12-year-olds to access psychological care without parental permission or knowledge, but not residential services\u2014California legislators are now seriously considering expanding the 2010 law and allowing 12-year-olds to go to residential treatment without parental permission.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, that\u2019s an outrageous slap in the face to&nbsp;<a href=\"https:\/\/www.dailysignal.com\/tag\/parental-rights\" target=\"_blank\" rel=\"noreferrer noopener\">parental rights<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it\u2019s also unlikely to&nbsp;<em>help<\/em>&nbsp;the kids who are troubled and seeking treatment. Pamela Garfield-Jaeger, a licensed clinical social worker since 1999,&nbsp;<a href=\"https:\/\/pamthetruthfultherapist.substack.com\/p\/testifying-in-sacramento-against\" target=\"_blank\" rel=\"noreferrer noopener\">wrote on her Substack<\/a>: \u201cIn my experience, working with youth in a school setting without parental involvement was ineffective. It was when the parents gave input, shared their point of view and communicated with their teen, [that] the real healing began.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Garfield-Jaeger, who testified against the new California bill, also warned about the dangers of placing minors in new residences.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI worked in group homes I know what they are really like, and they are far from ideal,\u201d the social worker said in her testimony. \u201cResidential facilities lead kids to adopt new harmful habits, such as drug use, self-harm, and violent behavior.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYouth residential facilities are usually unlocked, and many kids run away into the hands of sex traffickers,\u201d she added.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Why are California lawmakers trying to make it easier for kids to face such horrible fates?&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The unspoken reason seems likely here: California lawmakers know that plenty of parents have concerns about minors who pursue gender transition. These are valid concerns: gender transition medical procedures, even for minors, can be extensive\u2014and some of it is&nbsp;<a href=\"https:\/\/www.dailysignal.com\/2017\/07\/03\/im-pediatrician-transgender-ideology-infiltrated-field-produced-large-scale-child-abuse\/\" target=\"_blank\" rel=\"noreferrer noopener\">irreversible<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<a href=\"https:\/\/www.dailysignal.com\/2022\/09\/19\/our-voices-can-no-longer-be-denied-says-detransitioner-in-new-documentary\/\" target=\"_blank\" rel=\"noreferrer noopener\">growing \u201cdetransitioner\u201d movement<\/a>&nbsp;highlights how some people receive transgender treatment, and then have regrets.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI shouldn\u2019t have been allowed to go through this,\u201d Chloe Cole, a detransitioner who regretted her gender transition after having breast removal surgery at 16,&nbsp;<a href=\"https:\/\/www.dailysignal.com\/2023\/01\/11\/social-media-gave-me-idea-i-could-be-boy-chloe-coles-journey-transgenderism\/\" target=\"_blank\" rel=\"noreferrer noopener\">told \u201cThe Daily Signal Podcast\u201d<\/a>&nbsp;in January.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But California lawmakers don\u2019t want parents to be able to stand in the way of their minor children making these life-changing decisions.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is apparent that one result of this bill will be the removal of trans-identified children from the family home,\u201d Garfield-Jaeger said in her testimony. \u201cIn the dystopian nightmare we are in, if a parent doesn\u2019t use the child\u2019s chosen pronoun or name, they are labeled dangerous.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an interview with Fox News, Friday referred to this legislation as \u201cstate-sanctioned kidnapping.\u201d&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She\u2019s right\u2014and it\u2019s terrifying that California lawmakers are considering legalizing, not penalizing, kidnapping.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Original Link<\/strong>: <a href=\"https:\/\/www.dailysignal.com\/2023\/04\/07\/california-bill-would-let-12-year-olds-leave-home-without-parents-ok\/\">https:\/\/www.dailysignal.com\/2023\/04\/07\/california-bill-would-let-12-year-olds-leave-home-without-parents-ok\/<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In California, \u201cstranger danger\u201d may be about to acquire a whole new meaning.&nbsp; Forget warning kids.
